15 Regions, one Alliance

GGA is organized in 15 Regions. Each Region has one Regional Executive Head, who leads regional strategy, supervises the Country Chapters and the regional fund, and works with a Regional Council of Executive Secretaries, sector representatives and Youth Council members.

Every six months the Head reports detailed financial and execution accounts to the CGC.

During the Founding Term, Interim Executive Regional Heads lead the Regions while GGA builds its structures, grows its membership and prepares the first full election.

Regions and their leaders in the ConstitutionShow

Article 19

Regions

(1) GGA is organized in 15 Regions listed in Annex A.

(2) The General Assembly may join, split or redraw Regions on the CGC's proposal, after consulting the Regions concerned.

Article 20

Regional Executive Head

(1) Each Region has one Regional Executive Head, who leads regional strategy and supervises the Country Chapters and the regional fund.

(2) The Head works with a Regional Council made up of the Executive Secretaries of the Region, sector representatives and Youth Council members.

(3) The Head submits detailed financial and execution accounts of regional funds to the CGC every six months, and is accountable under Part V.

Article 31

Eligibility, Nomination and Shortlisting

(1) Who may be a nominee. A nominee must be a paid-up Founding Member (a Voting Member who holds the Founding Member Certificate), with a record of service, free of sanction and of conflict of interest, and holding the GGA Leadership Certificate once the Academy is operating. The Election Rules set an equivalent requirement for the first election if the Academy is not yet operating.

(2) Nomination. When the Election Committee opens the election (Day 0), Founding Members apply as nominees for the Region of their choice, in writing and with their Founding Member Certificate. Nominations stay open for 15 days.

(3) Shortlisting. Fifteen days after the election opens, nominations close and the CGC shortlists the nominees. The CGC shortlists by Virtuocracy, never by favourites. Each nominee is judged on three tests:

•Merit: knowledge, record of service, training and proven results;

•Logic: a clear, sound and workable plan for the Region, matched to the Strategic Plan;

•Ethics: integrity, honest declarations, no conflict of interest and no money spent to win office.

(4) Fair process. Each CGC member scores every nominee alone, in writing, on a published scorecard with a reason for every score, before any discussion. A CGC member who is a nominee, or who has a family, business or other close tie with a nominee, takes no part in judging that nominee. If fewer than [nine] unconflicted members remain, the CGC adds reviewers from the Honorary Council. Canvassing a reviewer, or a reviewer favouring a nominee, is a breach of the Panel Code.

(5) Result. The shortlist and the reasons are published to members. A nominee who is not shortlisted may appeal to the Ombudsman within [5] days, then to the Global Ethics Tribunal. Only shortlisted nominees stand for election.

Rule 4

Elections

(1) The Election Committee publishes the calendar, nomination forms, shortlist, panel lists and results.

(2) Election calendar: Day 0 election opens and nominations open; Day 15 nominations close; Days 16 to [22] CGC shortlisting; shortlist and reasons published; [5] days for appeals; open evaluation and campaign; secret ballot; results.

(3) The shortlist scorecard has three tests: Merit [40%], Logic [30%], Ethics [30%]. Each score is written, signed and carries a reason. At least [ten] unconflicted CGC members must score.

(4) The nominee with the most votes in a Region becomes its Regional Executive Head for four years.

(5) Candidates and panels disclose funding. Disputes go first to the Ombudsman, then to the Global Ethics Tribunal.

(6) Women's seats on the CGC are filled by women in the Regions assigned under the Constitution.

(7) The Rules set the age band for Youth Councils and the number of their reserved seats.

Article 36

The Founding Term and Interim Leadership

(1) From adoption of this Constitution there is a Founding Term of [six (6) months].

(2) During it, the Interim Executive Regional Heads lead their Regions. At the start, the CGC members serve in that role for their Regions.

(3) The interim mandate is to build organizational structures, mobilize membership and popularize GGA before full elections: register the Alliance, form Country Chapters, set up dues, adopt the Rules and prepare the election.

(4) Interim leaders hold a trust. They shall not write or change election rules to favour themselves, and the Election Rules are adopted by the General Assembly.

(5) Full elections are announced by the end of month 3, at least [60] days before the election opens, and the election opens at the start of month 4 with nominations under Article 31. Interim leaders may stand as nominees on the same terms as everyone else, and their roles end when the elected Heads take office.

(6) If full elections cannot be held for a grave reason, the General Assembly may extend the Founding Term once, by not more than [three] months, by [two-thirds] of votes cast.

Rule 8

Interim Leadership Timetable [6 months]

(1) Month 1: register GGA and deposit its founding documents; open institutional accounts; set up the secretariat and the certificate system.

(2) Months 1 to 3: form Country Chapters; open membership; set dues; appoint Executive Secretaries.

(3) Month 3: progress check by a Review Panel; first (virtual) General Assembly adopts the Rules and the Election Rules; Election Committee appointed; elections announced.

(4) Month 4: election opens (Day 0) and Founding Members apply as nominees; Day 15 nominations close and the CGC shortlists on merit, logic and ethics; shortlist and reasons published.

(5) Month 5: appeals, open evaluation and campaigns without spending money to win office; secret ballot and results.

(6) Month 6: handover; elected Regional Executive Heads take office for four years and interim roles end.

15 CGC reviewers score every nominee on Merit, Logic and Ethics, with a written reason for every score.

Scores are permanent, hidden until every reviewer has submitted, and kept in an audit log.

Paid-up Voting Members vote once per Region by secret ballot; the most votes wins a 4-year term.
